This is generally referred to as Taqiyya. It is most often used to distort Islamic teachings, and also in the attempt to deceive people into believing that they are being persecuted for their faith in the West. This is particularly important to some Muslims, hoping to paint the persecutor as the persecuted and shifting focus away from the millions who face real persecution at the hands of Islam. It is also useful in creating an atmosphere of fear among the general Muslim population, gaining the sympathy of the West, and shaming vocal critics of Islam into silence. The most troubling aspect of Muslims "crying wolf" is not the extra cost to the tax-payers for wasted police time, resources etc., but the fact that the lives of many innocent non-Muslims would be, and no doubt have been, destroyed if the Muslim claims are believed.
